IMPORTANT UPDATE: Mandatory Training

We have received formal correspondence from the Ministry of Health regarding Mandatory Training for all Doctors.

As you will be aware, a working group was established in January this year to review the Mandatory Training requirements for Senior Medical Officers. Whilst this was occurring, there had been a moratorium on Mandatory Training for Staff Specialists and VMOs.

The working group has now agreed to a phased implementation of Mandatory Training requirements for Senior Medical Officers.

Importantly ASMOF has also been able to reach agreement on Mandatory Training requirements of Junior Medical Officers pending final completion of this review - as expressed last week.

Phase 1 of the implementation identified a number of the existing HETI-Online Mandatory Training modules suitable for Senior Medical Officers and Junior Medical Officers.

From September 2015, Senior Medical Staff (including all VMOs) are required to fulfil the following mandatory training requirements:

  • Fire Safety and Evacuation (only for staff working in Healthcare Facilities)
  • Privacy- Know your boundaries
  • Open Disclosure
  • Hand Hygiene
  • Basic Life Support & Life Support Assessment Tools
  • Between the Flags (Online)
  • Fetal Welfare Assessment and Obstetric Emergencies and Neonatal
  • Resuscitation Training (FONT) (only for staff in Obstetrics/Gynaecology)

From September 2015, Junior Medical Officers are required to fulfil the following mandatory training requirements:

  • Fire Safety and Evacuation (Online and Practical)
  • Privacy: Know Your Boundaries
  • Open Disclosure
  • Basic Life Support & Life Support Assessment Tools
  • Between the Flags (Online)
  • Hand Hygiene
  • Work Health and Safety
  • Respecting the Difference (Online and Face to Face (where available))
  • Fetal Welfare Assessment and Obstetric Emergency and Neonatal
  • Resuscitation Training (FONT) (only for staff in Obstetrics/Gynaecology)

The above training should be completed by 31 August 2016. Completion of the above modules is only required if not previously completed. Where the module must be repeated within specific intervals, this will now be managed through the HETI Online system.

Recognition of Prior Learning (RPL) can be sought as an alternative to completing a module, and a number of medical college programs have been identified as equivalent. RPL can be discussed with public health organisation Learning Management System (LMS) administrators and/or line managers in the first instance.

Phase 2 of the implementation will address the remaining modules, which are being modified and rationalised in line with recommendations from the working group.

No date has been set for the implementation of Phase 2, although it is likely to be in the next 12 months. Any information on Phase 2 will be communicated to members when available.

We note the above reflects the collective position of ASMOF and we highlight it is a significant improvement (although still not perfect) on what was required when we first raised this matter with the Ministry.
