Patient Billing

The introduction of the Patient Billing and Revenue Collection (PBRC) has had a number of unintended consequences including determining the level of billing, problems with billing self-referrals and patients seen in other hospitals, and lack of clarity in several areas.

ASMOF raised these concerns with the Ministry in a letter in October 2017 (attached). Some of these concerns were addressed in the Ministry‚Äôs reply (attached).

Notwithstanding the continuing and significant concern is the risk to members who, because of the design of the PBRC system, are unable to effectively and reliably supervise the staff members who administer and generate the accounts on their behalf. This risk is amplified if the member is involved with multiple busy clinics as it is impractical to request the administrative staff to show that they have billed to the member accurately and in a timely and efficient manner. We are aware of circumstances where members are being investigated for billing errors over which they had no control.

ASMOF has requested a meeting with the Acting Chief Financial Officer of the Ministry of Health, Ms Wendy Hughes, to assist develop a common understanding and to refine the process. A further report will be provided when a meeting date is confirmed.
