TESL Balance Update

As members are aware, we are currently in dispute with the Ministry and HealthShare in relation to TESL balances.

ASMOF met with the Ministry and HealthShare on Monday 13 February and then again at the Industrial Relations Commission today.

We raised matters in relation to the general discrepancies as a result of the review, the pro-rata issue at HNELHD and SWSLHD, and seeking an end date for the review of NSLHD and NSW Health Pathology.

The Commissioner has recommended a meeting is held between the Ministry, HealthShare and ASMOF to go through the 60 individual cases and determine how they can be resolved. For this to be successful, HealthShare will have to provide all information relating to the TESL Balances of the affected Staff Specialist prior and post the review.

Further, management from HNELHD and SWSLHD will meet with ASMOF, and the Ministry and HealthShare to discuss how they can resolve the impact to staff specialists as a result of the change to the pro-rata accrual rate. Commissioner Murphy was clear that the staff should not be at a disadvantage due to decisions made by the District.

NSLHD and the one organisation within NSW Health Pathology are scheduled to be completed over the next few months. For staff impacted at NSLHD, we have been advised that StaffLink will not show correct balances as NSLHD have never used StaffLink. They are in the process of going through the data of all Staff Specialists and migrating that information onto StaffLink. As previously advised, please contact your TESL manager, cite ASMOF’s dispute and forward on any correspondence. We will still be raising your concerns with the Ministry.
